In Acts 2: 1-4, we experienced the Holy Spirit filling the believers who had gathered in Jerusalem. There was wind and fire and all who witnessed this heard - in their own languages - what the disciples were speaking. Amazed and perplexed, they asked each other what this meant.
Today, beginning in verse 14, we see Peter stand up with the Eleven, raise his voice and address the crowd: “Fellow Jews and all of you who live in Jerusalem, let me explain this to you; listen carefully to what I say." He then explains what had happened and how it provided proofs that Jesus had FINISHED the work of redemption and was now empowering believers to share the Gospel message.
